LEPL – Rail Transport Agency has published the report on the first phase of the railway sector reform implemented in Georgia during 2023–2025.

Key results of the reform:
A new institutional model for the railway sector has been established;
A modern railway safety regulatory system has been implemented;
A train driver certification system has been implemented;
A regulatory framework for the transport of dangerous goods has been put into operation in line with international standards;
Under the new Public Service Obligation (PSO) model, financial reporting for passenger transport has been improved, and service quality assessment mechanisms have been introduced;
Four directives under the Association Agreement have been fully transposed, while two additional directives and one regulation are currently under implementation;
In 2024, Georgia was granted observer status in the network of National Safety Authorities of the European Union Agency for Railways (ERA);
Electronic services have been introduced — the Train Drivers’ Database (eTDS) has been launched, and the Digital Railway project has been initiated, ensuring the full digitalisation of the Agency’s services and improved data management.
As a result of the reform, the entire railway network of Georgia now falls fully under regulatory oversight.
The reform of the railway transport sector represents a strategically important process for the country, ensuring the development of the sector based on modern principles and establishing a solid foundation for its sustainable and efficient functioning in the future.
